VICTORIA - A former British Columbia solicitor general says Victoria's police board should shoulder some of the blame after the city's police chief admitted to sending inappropriate Twitter messages to the wife of a subordinate officer.

Kash Heed says he's concerned that Victoria and Esquimalt Police Board Co-Chair Barbara Desjardins initially denied there was any investigation happening into Frank Elsner's conduct.

Desjardins backtracked on that statement a few days later.

Heed says the board's handling of the incident was confusing and misleading.

The Office of the Police Complaint Commissioner has confirmed it will review the board's internal investigation into Elsner's actions.

Heed says such a review is necessary. (CFAX)
