A man who refused mandatory sexual offender programming is expected to live in Winnipeg. The Winnipeg Police Service said Desmond Jared Shane Catcheway, a convicted sex offender, was released from the Winnipeg Remand Centre Wednesday. Police said the 36-year-old is at high risk to reoffend in a sexual and/or sexually violent manner against all females. “He has a history of sexually assaulting unconscious females,” a media release said. “Catcheway’s sexual offences has been exacerbated by his use of illegal drugs, and intoxicants.” Police said Catcheway has a history of not complying with court-ordered conditions. Catcheway was released with a long list of conditions. Those conditions include: not owning or possessing a cell phone; abstaining from possessing or consuming alcohol, other intoxicants and illegal drugs; and not contacting previous victims or their immediate family. For 20 years, Catcheway is prohibited from being near spaces where people younger than 16 are or could be present, accessing the internet unless following court-ordered conditions, and contacting anyone under 16 years, unless he does so with a court-approved supervisor. Catcheway has a lifetime weapons ban.
