A high-risk sex offender is being released into B.C.’s second-largest city, police announced Monday. Skylar Wayne Pelletier will be under numerous court-ordered conditions when he moves to Surrey, where the 26-year-old will be living at an undisclosed facility approved by his bail supervisor. In a public notice, the Surrey Police Service warned Pelletier has a “history of violent and sexual offences towards people, including offences towards females.” His past convictions include counts of sexual assault, assault, and break-and-enter. Last year, Vancouver police arrested Pelletier while responding to reports of a man masturbating while looking into homes near Woodland Drive and Broadway. His release conditions include that he have no contact—“directly or indirectly”—with any of his previous victims or their relatives, authorities said. “He must not attend within 300 meters of any known residence, place of employment, or known educational facility of any of the victims or witnesses of offences he’s been convicted of,” according to the SPS’s public notice. He’s specifically barred from being within two blocks of the Woodland and Broadway area in Vancouver as well, authorities noted. Pelletier is not allowed to consume, possess or purchase alcohol, drugs or any other intoxicating substance—and isn’t allowed to carry weapons of any kind. Pelletier can have medication prescribed to him or knives needed for the “immediate preparation or consumption of food,” police said. He’s also under a curfew from 10 p.m. to 6 a.m., unless given prior permission from his bail supervisor. The SPS said Pelletier will be under electronic monitoring, but asked anyone who sees him breaching any of his conditions to call 911 immediately.
