The Regina Police Service is issuing a public advisory about a high-risk sex offender moving into Regina’s Heritage neighbourhood. Jason Paul Thorn, 49, has a criminal history that includes sexual crimes against girls. Thorn is described as being five feet nine inches tall, having a medium build weighing around 170 pounds, with brown eyes and black hair. “This information is intended to enable members of the public to take suitable preventative measures, not to embark upon any form of vigilantism or other unreasonable conduct directed at this individual,” read the Regina Police Service (RPS) notice. According to RPS, Thorn is at high risk to reoffend sexually, adding that the chances of reducing his risk through treatment interventions are poor. Thorn is scheduled to be released on his legislated statutory release effective July 27. He will also continue his long-term supervision order until March 18, 2027. The 49-year-old is required to abide by the following conditions imposed by the Parole Board of Canada. • Follow a treatment plan/program to be arranged by his parole supervisor in the areas of sexual deviancy, trauma and substance abuse. • Follow a psychological counselling plan to be arranged by your parole supervisor/as directed by a clinician in relation to sexual deviancy. • Follow a psychiatric counselling and medication regime as directed by a clinician. • Abstain from consuming, purchasing or possessing alcohol or any drugs not prescribed. Over the counter drugs must be taken as recommended by the manufacturer. • Not to associate with any person known to be, or have reason to believe to be, involved in criminal activity or substance use • Immediately report all intimate sexual and nonsexual relationships and friendships or changes in relationships to his parole supervisor. • Not to purchase, acquire, possess or access pornography or sexually explicit material in any form or type of media. • Not to be in the presence of any children under the age of 18 unless he is accompanied by a responsible adult who knows his criminal history and has previously been approved in writing, by the parole supervisor. • Not to be in, near, or around places where children under the age of 18 are likely to congregate such as elementary and secondary schools, parks, swimming pools and recreational centres unless accompanied by an adult previously approved in writing by his parole supervisor. • Reside at a designated community-based residential facility or psychiatric facility approved by the Correctional Service of Canada.
