Quebec’s police watchdog, the Bureau des enquêtes indépendantes (BEI), has concluded its investigation into a patient who was shot in the leg after grabbing at an officer’s weapon while being transported to a police station. The BEI opened its investigation on Dec. 9, 2025, after a Longueuil police (SPAL) officer was physically assaulted in a washroom during transport. “SPAL officers were assigned to transport a patient from a hospital to the police station when the patient requested the restroom,” the BEI report said. “An officer escorted the patient to the restroom. Inside, the patient physically assaulted the officer, who attempted to restrain him with the assistance of hospital staff. During the altercation, the patient grabbed the officer’s service weapon, and a shot from the officer’s weapon struck the patient in the leg.” BEI Director Brigitte Bishop determined that, as there were no serious injuries involved in the incident, the investigation could be closed. The BEI investigates when a serious injury or death occurs during a police operation. Five BEI investigators were assigned to the case and reviewed witness statements, the SPAL’s report, 911 and SPAL call and radio recordings, surveillance footage and expert reports on the assault. “Following the investigative steps and validations obtained, the director of the BEI concluded that the injuries sustained do not constitute serious injuries as defined by the Regulation respecting independent investigations,” the BEI report stated. “She, therefore, terminated the BEI investigation.”
