‘Irreversible damage’: Victim speaks at Calgary police officer’s disciplinary hearing

A Calgary police officer explained the toll of another cop's actions at a professional conduct hearing.

A Calgary police officer explained the emotional, physical and psychological toll of a fellow officer’s actions during a Calgary Police Service professional conduct hearing on Wednesday.

The victim, protected under a publication ban but identified as A.A., read an impact statement at the hearing, discussing details of how a senior officer helped her prepare and apply for her dream job as a police officer and then indicated she owed him sex.

“He used his position, his authority and my dream as weapons,” A.A. said.

Wednesday’s hearing marks roughly six years since Const. Mike Oakey secretly filmed the pair having sex and then showed it to others on the force without A.A.’s consent.

In 2025, this led to Oakey’s demotion of seniority in rank for a year.

Oakey made the video without A.A.’s knowledge while they were dating in 2018.

He knew she planned to become a police officer and continued to share it after she became an officer in 2019.

The presiding officer found Oakey did make inappropriate sexual advances while assisting with her application for future employment at CPS.

However, Oakey was cleared of two other misconduct allegations, including applying force to a civilian without their consent and the accusation he touched her sexually without her consent while in a police vehicle.

A CPS lawyer says Oakey abused his position of authority and trust to groom and manipulate A.A.

Oakey’s lawyer claims his client one time said, “I helped you; it’s the least you could do,” after she denied his sexual advances.

“What Oakey did did not just hurt me. It dismantled my sense of safety, my identity and my future,” A.A. said.

She added, “Oakey’s actions caused significant and irreversible damage to me and to my career.”

CPS says it can’t comment while the matter is in progress but did note, “The hearing process is reflective of how seriously the CPS takes these allegations and our commitment to thoroughly investigate.”

Doug King, a law studies professor at Mount Royal University, said, “When it does happen, and it can be proven that it has happened, then the full authority of the service to discipline must be respected because that’s about protecting the integrity of policing.”

A.A. said she has suffered night terrors, hair loss and had to take a leave of absence from the career she’d always wanted.

She hopes speaking up makes a difference for others.

“All the women that are scared or trapped and feel like they can’t come forward, maybe just this one moment will help them have the courage. … They’re not alone, and the service will do something about it,” she said.

A.A. believes Oakey should not be allowed to continue as a Calgary Police Service officer.

“How can the public trust someone like him to enter their homes to help them in their most vulnerable moments? They cannot,” she said.

“It must be made unmistakably clear that conduct like this will not be tolerated or excused.”

A CPS representative says Oakey took advantage of a civilian he was sworn to protect and should lose his job.

Oakey’s lawyer says that penalty is too harsh, and he’s already lost more than $100,000 of salary while on unpaid leave.

The presiding officer is expected to make a decision next week.
