The 13 municipalities that make up the Capital Regional District around Greater Victoria may have to find a way to get along, if they hope to gain a louder voice among Canada's largest cities.

The Capital Regional District has sent a letter to the Federation of Canadian Municipalities asking for a seat at this fall's meeting of the Big City Mayors Caucus, which lobbies the federal government on issues that affect urban centres.

Victoria and the surrounding municipalities have not been included because separately, their populations are too small and a unified voice has been hard to achieve in recent years.

But CRD Chairwoman Barb Desjardins says she's optimistic this year because the federation is reviewing its membership guidelines. (CFAX)
