The Surrey Police Service is warning residents that a convicted sex offender has been released from custody and will be living in the city. Police say Leonard Michael Ramstead is a “dangerous high-risk offender” and is “believed to continue to pose a risk for violent sexual offences against children.” He was convicted of sexual interference involving a person under 16 in 2019 and sexual interference involving a person under 14 in 2021, according to B.C. RCMP. Ramstead is under a 10-year supervision order that comes with several conditions, police said, including that he must have no contact with the victims of his crimes, cannot be in the presence of or contact children under 16, and cannot go near places where children are likely to be present. He also cannot own more than one phone and SIM card, must follow a treatment plan assigned by his parole supervisor and must live in a home approved by the Correctional Service of Canada, the SPS says. Police say Ramstead will be electronically monitored and ask anyone who sees him in breach of his release conditions to call 911 immediately. Ramstead is described as a 58-year-old white man, 5’7” tall and 235 pounds, with brown hair, blue eyes and a beard.
