Provincial auditor says better communication needed between GTH, City of Regina

After an audit flagged issues in the Costco deal, the province is calling for clearer communication between the GTH and City of Regina. Wayne Mantyka reports.

The provincial government is calling for better communication between the Global Transportation Hub Authority (GTHA) and the City of Regina on proposed developments.

The recommendation comes after Tara Clemett’s review of how Costco received a $6.78-million City incentive to build its location in Westerra instead of at the Global Transportation Hub (GTH).

The auditor was concerned about how the two levels of government ended up competing against each other.

In the report, Clemett found that the GTHA did not have well defined collaboration procedures for major developments.

“Having well-defined procedures for collaborating with stakeholders on major land developments at the Hub would provide a consistent and rigorous consultation process for such developments,” the report read.

“It would also reduce the likelihood of the GTHA competing with developers in nearby municipalities for future major land developments.”

Clemett did find it acceptable for the GTHA to attract both warehouse and retail developments.
