Quebec proposes 5-year, $609.6 million plan to modernize audio-visual industry

Quebec Premier Christine Fréchette announced a $609.6 million investment over five years to implement the 2026–2031 Quebec Audiovisual Strategy, with the aim of ensuring the industry’s sustainability and vitality.

The strategy is in response to the rise of artificial intelligence and digital platforms, which are transforming consumer habits in addition to production and distribution models.

“Our television, our films and new web formats play a central role in Quebec culture,” she said Monday, adding that “the audiovisual sector is also a true industry that creates jobs and drives innovation.”

In the strategy, priority is given to the youth, notably through the transformation of Télé-Québec, a media outlet aimed at young people.

Linear television will be one part of Télé-Québec’s offerings, targeting young people aged nine to 17.

The goal of the “new” Télé-Québec is to build a “generational continuum” that “will establish a meaningful connection with Quebec culture starting in childhood and deepening during adolescence.”

The Quebec Audiovisual Strategy is divided into two phases: a first of $240.6 million (2026–2028) and a second of $369 million (2028–2031).

The Société de développement des entreprises culturelles (SODEC) would receive $100 million in funding to “establish a new interim funding program for the refundable tax credit for Quebec film and television production.”
