Charges stayed against 11 youths in connection with teen slain by police

Crown prosecutors have stayed charges against the 11 teenagers between 13 and 17 years of age who were present when 15-year-old Nooran Rezayi was shot and killed by a Longueuil police (SPAL) officer.

The Director of Criminal Proceedings (DPCP) made the announcement on Wednesday in a news release.

The teens were facing charges in connection with alleged events preceding Rezayi’s death last year.

“Following the filing of charges, new evidence was obtained and a complex legal issue was raised,” they explained, justifying the filing of the nolle prosequi, which led to the suspension of proceedings.

“In accordance with section 579 of the Criminal Code , this decision does not definitively end the proceedings, but it has the effect of suspending them, although they can be continued within a period of one year following the date of filing the nolle prosequi,” reads the statement from the DPCP.

A thorough analysis of the new elements will determine the next steps in the procedures, it explains.

The Quebec police watchdog (BEI) opened an investigation into the fatal shooting of the boy on Sept. 21, 2025.

The Montreal police (SPVM) launched a parallel investigation into the events leading up to the shooting.

The SPVM then charged 11 teenagers.

On the day of the shooting, police were responding to a call about alleged armed youth in Longueuil.

The one gun found on the scene belonged to the officer who fired at Rezayi.

Five of the teens were arrested under a warrant, and the other six were charged by summons.

The charges resulted from a series of raids in February. The charges included unlawful assembly, concealing their identity, carrying a weapon with intent to endanger public peace, and wearing a disguise with the intention of committing an offence.

The BEI investigation wrapped up on March 11 and was referred to the Crown, who have not made any arrests to date.

The families of the five teens who were with their friend filed suit against the city for $1.9 million in March.
