Alberta independence advocates say pipeline deal will not end secession talks

Some separatists say Alberta still doesn't have enough autonomy over its resources after a pipeline proposal to the federal major projects office.

Alberta’s newly-submitted pipeline proposal to the federal major projects office is facing sharp criticism from Alberta’s independence movement.

Jeffrey Rath with the Alberta Prosperity Project and Stay Free Alberta says the province still does not have autonomy over its natural resources.

“Where does she (Danielle Smith) get off announcing this?” Rath asked.

“A taxpayer-funded $30-to-$50 billion pipeline, without having a referendum as to whether or not the government of Alberta should be spending that kind of money.”

Rath blames long discussions for getting to the announcement, the cost and the fact it will be on taxpayers to foot the bill, on a project the premier previously said would have private backing.

Rath predicted the project would further advance discussions on secession in a place he believes has no appetite for private sector capital.

“There’s no investment climate here and the risk is too high,” he said. “It demonstrates that Canada’s broken and can’t be fixed. It’s like Danielle [Smith] is literally on bended knee.”

Alienation under federalism

Political watchers say hardline independence advocates will not change their vote on the movement but it could influence those who would vote for separation, only to send a message to Ottawa, after what they feel has been alienation under federalism.

“This looks like something that they haven’t seen, or certainly haven’t seen recently—that there are realistic assessments being done, partnerships being struck,” said Lori Williams, a political science professor at Mount Royal University.

“What we heard in the news conference gave them enough detail about how this arrangement helps Alberta, helps British Columbia, and helps the entire country.”

Marc Miller, minister of Canadian identity and culture, is hopeful the agreement shows Ottawa is willing to be cooperative partners for all Albertans.

“Coming from a province in Quebec, where the federal government is often seen as someone who doesn’t follow through on their promises ... part of the job here today, whether you’re a minister or the prime minister, is following through on our promises to make sure that we are showing Canadians and Albertans that we are reliable partners,” he said.

Albertans will vote in a referendum in October to remain in Canada or start the process for another vote on separation.
