Former CAO of Gilbert Plains charged with fraud following 2-year investigation

The former CAO for Gilbert Plains has been arrested and charged following a two-year fraud investigation.

The former Chief Administrative Officer of the Gilbert Plains Municipality has been arrested and charged after a complaint was filed that they defrauded the municipality of up to $500,000.

Manitoba RCMP said an investigation was launched in 2022 after receiving a complaint.

RCMP said financial reports were gathered and several witnesses were spoken to over this two-year investigation.

On Jan. 16, 2025, RCMP arrested 40-year-old Amber Fisher. Fisher was charged with fraud over $5,000, theft over $5,000, and using proceeds knowing it was obtained in an offence.

“We realize for the people affected, a lengthy investigation can feel as if there is no progress being made. In reality, there are many investigative steps taking place behind the scenes, and we’ll continue to work with the Dauphin RCMP Detachment until its conclusion,” said Const. Ricky Perkins of the RCMP’s Cyber and Financial Crime Unit, in a news release.

RCMP said Fisher was released with conditions and is scheduled to appear in court on March 18. The charges against Fisher haven’t been tested in court.

RCMP continues to investigate.
