17 new charges laid against alleged B.C. child exploiter following international investigation

A B.C. man charged with child exploitation offences last year is facing more than a dozen new charges, Surrey police announced Wednesday.

Kevin James Belcourt was arrested Dec. 4 and charged with one count each of possession of child sexual abuse and exploitation material, distribution of such material, voyeurism and committing an indecent act, as well as two counts of breaching probation.

He has been in custody ever since.

On Monday, 17 additional charges were laid against him, including 12 counts of luring a child, two counts of making child sexual abuse and exploitation materials, two counts of publication of an intimate image without consent and one count of making explicit material available to a child.

In all, Belcourt now faces 23 charges, and the Surrey Police Service says its investigation is ongoing.

So far, the department says, the investigation has involved liaising with police elsewhere in Canada, in the U.S. and in the U.K. to identify child victims.

“Efforts to identify additional child victims in this matter are continuing,” the SPS said in its statement Wednesday.

The department’s investigation began in January 2025, when the department’s Internet Child Exploitation team received information from the National Centre for Missing and Exploited Children.

Belcourt’s next court appearance is scheduled for May 4, the SPS said.
