A new survey by the Federation of Northern Ontario Municipalities finds 94 per cent of northeastern Ontario municipalities are struggling to attract qualified workers. The hardest positions to fill include senior management, public works and finance. Officials say competition from the mining industry and rising costs are adding pressure on taxpayers.
