Province mum on how triple murder suspect escaped Sudbury jail

The province confirmed this week it has completed its investigation into the 2023 escape of a triple murder suspect from the Sudbury Jail.

Ontario’s Ministry of the Solicitor General has completed its investigation into how a man accused of three murders in Greater Sudbury managed to escape custody.

However, a spokesperson for the ministry told CTV News that it can’t release any information about the investigation “to ensure the security of the facility.”

Roy is charged with the murder of two Sudbury men, ages 38 and 27, at a Sudbury hotel on Dec. 20, 2022. He was later charged with killing a southern Ontario man, Emad Ali, 31, whose body was discovered in a wooded area in the Wahnapitae area of Greater Sudbury in April of 2023.

He somehow escaped custody June 17, 2023, and was free for two days before he was recaptured.

Sudbury police launched an extensive search, drawing upon tips from the public, which police said at the time was critical in the investigation.

The tips led investigators to a residence on Bulmer Avenue, where Roy was taken into custody.

“The ministry has launched an internal investigation into this matter and is not able to comment further given the ongoing investigation,” the Ministry of the Solicitor General told CTV News at the time.

This week, the ministry confirmed that the investigation is now complete, and it included recommendations on how to prevent future escapes.

“Measures have been taken to address its findings,” the ministry said in an email.

“Further detail cannot be provided to ensure the security of the facility.”
